Three states, because
isPendingcould only express two and a withdrawn version was reported as pending forever under it. Stable — the client branches on these the way it branches onTermsErrorCode.WITHDRAWNis the state that carries the epic's reason for existing: the version was approved, then cancelled before it ever took effect, and the record says so rather than the row quietly disappearing.
