Handle Active Proposal Template

CRM-10242 — the account's active proposal template, if it has one.

The gate for the Proposals section: template is null when no template is loaded, which is the normal state of most accounts, so it is a 200 rather than a 404. When there is one, it carries the default proposal name, the sections in order and the number of signature places, which the editor needs before anything is generated.
